APPLICATION PROCEDURE

Once you have decided which type of membership is required -

1. Choose your method of payment:-

1.1 Payment of subscriptions (and insurance premiums if required) by cheque, to cover each complete month remaining to 31st December of the current year, or;

1.2 Direct Debit via online sign-up. Clickthe Direct Debit logo immediately below this paragraph (opens in anew window).

2. Complete the Application Form.

3. Complete the Insurance Application section – this is optional, but recommended.

Please note that your membership will remain provisional unti your Direct Debit has been set up or your first payment has been received and that membership becomes active from the first day of the month in which your first payment is received.

However, representation may not be available for any issues predating your appliation.

A new application will be required if you fail to set up or submit a Direct Debit form within four weeks of application. Elapsed applications will be destroyed.

Please note that subscription and insurance premium rate run from 1st January of each year and any increases will be included at that time with rates remaining fixed during each calendar year.

Membership Types

Full Membership - Middle Manager (Full-time Employment)

a) Employees of a local authority fire and rescue service performing a role that falls within the definition of ‘middle manager’ for the purposes of representation at the Middle Managers Negotiating Body as determined by the National Joint Council for Local Authority Fire and Rescue Services.

b) Employees of a fire and rescue service and other employees in a profession related to the work of a fire and rescue service, whose salary is equivalent to or greater than that of local authority fire and rescue service "middle managers”, being at or above spinal point 44 on the Local Government Pay Scale for England in effect at 1st July during the year preceding the Association’s membership year. For 2011, the relevant income level is £37,206. This definition includes employees performing Brigade Manager roles.

Full membership - Other Roles (Full-time Employment)
a) Employees of a fire and rescue service whose role lies outside the Middle manager’ definition in 1(a) above. 

b) Employees in a profession related to the work of a fire and rescue service, whose salary is below that deemed to be the middle manager rate defined by 1(b) above.

Retained Duty System & Part-time members
Employees whose working hours average less than 75% of the full-time equivalent hours for the role performed. This category applies to members conditioned to the Retained Duty System and people working within a job-share arrangement.

Associate Members
Retired members of the Association who no longer work in a profession related to fire and rescue service activities

All membership categories listed above have access to representation in respect of employment matters and to all other FOA non-representational services. However, at this time we are only able to represent local authority fire and rescue service "Middle Managers" in respect of national pay and conditions.

It should be noted that representation for Associate Members is limited to matters arising from their former employment. Anyone re-employed and requiring representation in connection with their new fire and rescue role must maintain the level of membership relevant to that role.

Group Insurance Scheme

Arranged by the Association on behalf of all members in conjunction with Philip Williams & Co.

The package consists of the following elements:

1. Accident / Injury

Benefits: On or off duty accident / injury or hospitalisation £35 per week Bracket subject to 28 day qualifying period
- for up to 104 weeks

Loss of limb(s) or eye(s)
Loss of hearing in 1 ear

2. Sick Pay

Benefits:
£100 per week for a period of 26 weeks commencing on the first week when pay is reduced to half rate under the appropriate Regulations. The benefit ceases after 26 weeks payment or an earlier discharge from the service or return to duty.

3. Travel Insurance (UK and World-wide)

Benefits:
This cover is provided on an annual basis and will apply to the member, member’s spouse and dependent children under 21 years of age if travelling with the member or spouse. Cover is provided for a maximum holiday period of 60 days in any one year commencing 1st January but this may be extended subject to confirmation prior to travel. Now includes cover for natural disasters.

4. Family Legal Expenses


Benefits: Cover matters arising from Personal Injury / Consumer Disputes / Home Rights / Taxation / Employment (non fire service) / Legal Defence / Uninsured Loss Recovery and also provides a 24 Hour Legal Help Line for non fire service matters.

5. Emergency Dental Treatment


Benefits:
24-hour, worldwide cover for dental injury up to 4 incidents per year at £2,500 each / Worldwide emergency dental treatment for pain , haemorrhage, acute infection or health threatening condition / Hospital cash benefit - admission for dental or maxillofacial surgery / Mouth cancer cover - up to £12,000 towards treatment / 24 hour, worldwide emergency helpline to locate a dentist anywhere in the world.

6. Identity Theft Protection


Benefits: Up to £50,000 per person to cover lawyers and ancillary fees arising from ID theft.

7. Home Assistance Cover


Benefits: 24 hour, 365 day household cover for call-out of tradesmen to deal with domestic emergencies relating to the under-noted areas where problems might arise: - Main heating system / Plumbing and drainage / Home security / Toilet unito Domestic power supply / Lost keys / Vermin infestation / Alternative accommodation costs.

8. Motor Breakdown Cover

Benefits:

Covers a member and partner for: -
Roadside assistance / Recovery .of vehicle and up to 6 persons to a garage or to home if not repairable / Home assistance within radius of 1 mile of home address / Alternative travel: Up to £100 towards alternative travel or car hire and cost of rail ticket to collect vehicle / Emergency overnight accommodation for up to 6 persons (£60 for lone traveller or £40 per person) / Message service: two messages to your home or place of work / Caravans & Trailers recovered with the vehicle if roadside repair not possible / Keys - call out and mileage to recovery operator's base.

This is a complete package of insurances, the total cost to members being £10.95 per month.

Frequently Asked Questions

Do I have to be in the Group Insurance Scheme to receive representation?


All our members receive employment related representation, legal or otherwise, regardless of whether or not they are in the Group Insurance Scheme.


Death Benefit?

On the death of a full member not in arrears with subscriptions the Association pays the sum of 5.08% of the Station Manager annual basic salary for the preceding twelve months.

On the death of a part-time member not in arrears with subscriptions the Association pays the sum of 1.32% of the Station Manager annual basic salary for the preceding twelve months.


If I need work related legal representation. Who will represent me?

Our Solicitors, Russell Jones and Walker, have the reputation of being a 'tough' opponent that 'fights hard' for clients (Legal 500 - the definitive guide to the legal profession).

In the main, our dealings with our solicitors are directed through a senior partner who leads an award-winning department at Russell Jones Walker who have successfully dealt with a number of high-profile cases involving abuse of process and post-traumatic stress. Our solicitors deal with complex matters such as wrongful arrest and judicial reviews, as well as 'bread and butter' cases. They have established a reputation for providing excellent specialist advice, and their clients particularly identify the team's accessibility and the invaluable support they give. Our solicitors provide a complete service to members the Fire Officers' Association as well as to the Police Federation.

Please note that the Association has a strict procedure for accessing legal services which requires that all requests for assistance be made via Head Office, although elected officials or national officers may be approached to facilitate the process. On no account should members approach Russell Jones and Walker directly without prior approval from the Chief Executive or an Executive Board member.
