Response to 2010 Pay Claim The fire and rescue service employers have now responded to the staff side pay claim for 2010 This is summarised below. 1. Authorities will be aware from employer circulars EMP/2/10 and EMP/3/10 that the Employees’ Side of the National Joint Council seeks an across the board increase in pay of 5.1% for 2010. 2. At the last meetings of the National Joint Council and Middle Managers Negotiating Body held on 15th June members of the Employers’ Side indicated that a formal response would be provided following the Budget statement on 22 June. 3. FiReControl Committee - Fifth
Report of Session 2009-10 The latter being subject to concerns being addresed and the creation of a viable project plan in which stakeholders can have confidence. The Committee also calls for a communication plan to address negative perceptions of the project as well as a contingency plan for dealing with any future failures. The conclusions are more related to the overall project rather than our key concerns about the treatment of staff and the uncertainty with which they have had to live for some considerable time. However, the FOA is pleased to see that the project's failings have now been identified and acknowledged. We were under no illusions about the project's continuation since so much time and money had already been committed but we hope that, for the sake of staff, the recommendations will be acted upon to bring greater clarity about timescales and future employment prospects for existing staff. |

Government Finance Settlement 2010/11 (England) Local Government Minister Barbara Follet, yesterday, announced the publication of the Local Government Finance Settlement for 2010-11. The key messages made in her statement were: - • English councils will get a four per cent funding increase for next year. • The Government remains prepared to take capping action on excessive increases set by individual authorities if necessary. • The public also expect councils to play their part and find efficiency savings that make each taxpayer's pounds work as hard as possible. Importantly, no council will receive less formula grant than last year as the Government will be keeping the vital damping mechanism that creates fixed 'grant floors' next year. Those grant floors will be: - for authorities with responsibilities for education and social services, 1.5 per cent in 2010-11 - for police authorities, the floors will be 2.5 per cent - for fire and rescue authorities, and for shire district councils, the floors will be 0.5 per cent . The full verbal statement can be viewed at http://www.communities.gov.uk/news/corporate/1394109 Further information about the settlement can be obtained from the links below: Written Ministerial Statement for 26 November 2009 Guide to the Local Government Finance Settlement Specific Grants within Aggregate External Finance Supporting and background information |

Treasury: Operational Efficiency Programme The following documents have been published by HM Treasury and they give some indication of where Government expects savings to be made. For the FRS it is expected that there will be pressure to share procurement, property and back-room services between fire and rescue services and with other agencies. HM Treasury: Operationl Efficiency Progaramme web page Collaborative Procurement Report Back Office Operations and IT Report Property Report Operational Efficiency Programme Final report (April 2009) The FOA recognises that the current financial climate will put pressure on already tight fire and rescue service budgets. We are willing to work with senior management and employers to explore and assess opportunities for delivering against efficiency targets whilst minimising impact on services provided to the community. However, we would expect there to be early engagement and complete opennes about the difficulties faced and the rationale behind any management proposals. |
